With their island being only about 60 kilometers away from the Malaysian border, many are tempted to cross the border in hopes Of finding a better livelihood. Unfortunately, most of all victims of human trafficking. Aside from this, their city is also often subjected to many rebel and military conflicts. The lack of peace in their community as well as the strong military presence proves to be one of the main catalysts for why many are easily preyed upon - by smugglers or recruited by extremist groups like the Abu Sayyaf. However, the root cause of why these crimes increased tremendously over the years because of the lack of education of the youth. Many Of the children are easily persuaded by the smugglers and rebels into joining them simply because they are not taught to do better. The lack of education is also a result of the lack of proper infrastructure that could withstand the frequent high tides. With this, TULAY hot only aims to provide a decent learning facility but also a community center that could adapt to both the challenges presented on the site and the needs Of the residents.

Proposed Floor Plan

TULAY deeply focuses on human-centered design because it serves as a bridge between the children and their basic need and right which is education. The structure is designed to stimulate the children's ability to think rationally. It features 6 classrooms that are grouped in pairs so that 2 rooms can be combined into one big space. Since the learning facility is a youth-centered structure, the inclusion of spaces that promote community development is also very important. Many communities in Bongao do not have proper spaces wherein people can socially interact. With this, TULAY also provides communal spaces, a convenient clinic with consultation and treatment areas, weaving rooms that promote livelihood, and an admin office that monitors all the happenings within the facility. All these spaces are designed to have ample ventilation and sunlight with the use of operable vertical louvers, high ceilings, and large openings. Moreover, the whole facility is designed to resist floods by rising together with the high tide with the help of stacked plastic drums and bottles. Additionally, the individual spaces can all be re-arranged and configured into a large evacuation center to cause people during typhoons.

Elevations

STRUCTURAL CONCEPT •All the units are raised on stilts but detach and float once the water level rises. •All then units rest on platforms with plastic drums and bottles that allow them to float •All units are anchored on posts connecting to the communal areas. When the water level rises, the "rings" that act as anchors naturally, rise along the posts, letting the units float up without losing their positions. •The base of each unit is uniquely fitted with joints that fit and attach like puzzlé piéces allowing the whole structure to be reconfigured when needed.
